U.S. Figure Skating Rule MR 5.11 Coach Compliance
In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1:
  A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member;  
  B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen.  
  C. Must complete the appropriate CER courses (A, B, C or D) depending on the highest level of students being coached as of July 1. See rule MR 5.12.  
  D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate.  
  E. Must be a current PSA member if coaching skaters/teams in qualifying events at U.S. Figure Skating qualifying competitions. See rule 1022.  

Basic Skills Instructors: Any person, 18 and older, instructing in a U.S. Figure Skating Basic Skills Program must have successfully passed the annual background screen and be registered as a Basic Skills instructor member.

  • Register for an annual background screen through “Member’s Only” on usfigureskating.org
    • Annual Requirement (renew each June 1-July 1); Required since July 1, 2008
    • Name added to online list of registered coaches on website
    • When complete, registration card issued to the coach
    • Normal processing time for card is 2-3 weeks (allow time to mail)
    • Coaches read and agree to terms of SafeSport Coaches Code of Conduct
  • Continuing Education Requirements (CER’s)
    • Annual Requirement; Renewable before each July 1; Required since July 1, 2010
    • When complete, CER status added behind name on website list.
    • Coaches can print certificate for proof of completion.

Annual Background Screening  – Why?

  • U.S. Figure Skating is a membership-based organization
  • More than 70% of U.S. Figure Skating members 17 years of age or younger
  • Helps ensure that we are providing a safe environment and protecting the welfare of all participants in U.S. Figure Skating sanctioned activities
  • Provides parents with confidence that their children are not only receiving good care and proper instruction, but also to ensure a safe and ethical environment

  • Instructors/coaches at sanctioned  activities including:
    • All International competitions on behalf of Team USA
    • All Developmental International Competitions
    • All qualifying and non-qualifying competitions
    • All test sessions
    • All performances including ice shows, exhibitions, recitals and carnivals
    • All other sanctioned club activities (including club ice

How? Four Steps – Outlined Below:


Step #1: Background Check

      • National Center for Safety Initiatives (NCSI)
        • Provides comprehensive background screening services
        • No other agency results accepted
      • “Green Light”
        • Applicant has passed the background screen
        • This means there is nothing in the coach’s legal record at this time
      • “Red Light”
        • Applicant will be contacted by NCSI to provide opportunity to correct potential errors in the record or to provide additional information
        • Applicant has right to appeal the decision to U.S. Figure Skating
        • PSA will recognize a red light from U.S. Figure Skating

Step #2:  U.S. Figure Skating Membership

      • Neither U.S. Figure Skating nor PSA membership included in Coach Registration
        • Coaches join U.S. Figure Skating through home club, or join as an individual member
        • Coaches join PSA though the website or with a sponsor

Step #3: Liability Insurance

      • Must be valid through the membership year.
      • If policy is through U.S. Figure Skating or PSA, U.S. Figure Skating will verify coverage directly with the carrier.
      • If policy is through other organization, coach must fax proof of coverage to 1.877.514.3471.

Step #4: PSA Membership

      • Required for coaches at the qualifying level of skaters at events.
      • Must be valid through the membership year (starting July 1 of each year).
      • Not required for coaching only non-qualifying levels or Basic Skills levels of skaters at events.

REQUIREMENT #2:  Continuing Education Requirements (CER) Completion

  • U.S. Figure Skating Rule MR 5.12
  • Administered in cooperation with the PSA
  • Accessed through the CER page on the PSA website: www.skatepsa.com
  • CER completion confirmed on the same web page
  • Fees increase after July 1 deadline passes

CER – Who?

  • Required if coaching a skater at:
    • International competitions on behalf of Team USA
    • Developmental International Competitions
    • All qualifying and non-qualifying competitions
    • All test sessions
  • Coach’s Category based on competitive level of skater being coached

CER Categories

  • Category A = Coach/choreographer of qualifying levels of skater(s) at qualifying competitions
  • Category B = Coach/choreographer of non-qualifying skater(s) at non-qualifying competitions and/or test sessions
  • Category C = Coach of Basic Skills levels (group or private lessons) only:  Highly recommended but not mandatory at this time
  • Category D = Professional Sport Science Support Service Personnel who would like to be with a skater at a competition, but do not coach at the gate

Coach Compliance Ethics Violations:

The following violations will be reported to U.S. Figure Skating Ethics Chair:

  1. Coaching or attempting to coach without Coaches Registration credentials  
  2. Coaching or attempting to coach without CER completion  
  3. Coaching or attempting to coach without U.S. Figure Skating Membership  
  4. Coaching or attempting to coach without  PSA Membership (when required)  
  5. Improper Use of Credentials  

a. Lending competition or test session coach credentials)
b. Borrowing competition/test session coach credentials)

  6. Code of Conduct Violations:  
  • Verbal Altercation
  • Display of Anger
  • Use of Inappropriate Language or Gestures
  • Use of Physical Aggression
  • Use of Threatening Language
